  • Descrição: The new technologies allow information to be transmitted at a rate historically unprecedented and inexpensive. The Internet has also been used to promote transparency in the government of Brazil, some possibilities are: disclosure of campaign expenses, management of advertising data and fiscal legislation of access to public information, incorporating the anglo-saxon experience--accountability. In this context, that are asked: the availability of public information network can be used to make more transparent the public administration and enable to do the best use of state resources, to put into practice the human rights of social character? Therefore, this study aims to determine if the Law of Access to Public Information is being effective in 243 municipalities of Rio Grande do Sul, by regional way. Therefore, the analysis of transparency portals of each municipality on the quality of available data and easy understanding. The aim is to check, also, if the transparency portals provide greater effectiveness of social rights, especially education and health.
