Descrição: This paper intends to answer the following question: why does the State of Rio Grande do Sul, among all the states in Brazil, have the highest level of expenditure of its Current Net Revenue on the Social Security of its public workers. After investigating several hypotheses, the conclusions are that a number of factors have influenced the fiscal situation of the state, but the main reasons are the large number of teachers hired in previous decades and the high percentage of older adults in the state's population.
