  • Descrição: This article examines the way in which the GATT Uruguay Round of commercial multilateral negotiations, started in 1986, reflects in various ways the North-South tension, emphasizing the services sector issues. With this objective, the most important transformations involving the world economy in the last two decades are studied as a result of technological development. These transformations pushed the developed countries into taking the initiative to reform the international economic order through the lauching of a new round of negotiating in the GATT arena so that the commerce of agricultural goods, although traditionally excluded from the issue of the General agreement, could now be included, in the same way that the "new themes", like services, intellectual property and investments, where now incorporated. The this context, after the examination of the GATT and the Uruguay Round which emphasizes the North-South relations, the positions of both the developed and the developing countries are analysed in relation to the "new themes", specially services, and the implications of this sector's liberalization for the countries in the South. In this aspect, the author discusses the consequences that the opening of the markets in this sector will bring to the developing countries in relation to the limits imposed over their political autonomy for adopting the necessary measures aiming at their national development in endogenous basis.
