  • Descrição: The author analyzes the strategic and military ramifications that the end of the East-West confrontation may have on North-South relations. It is argued that there is a growing trend toward military interventionism, aimed at controlling the Third World through force Furthermore, this interventionism is taking on a new form, moving from unilaterality to multilaterality. In this context, the Persian Gulf Crisis is seen as an example of the preference for a reliance on force rather than on negotiations and at the peaceful settlement of Third World conflicts. This new strategic perspective has led to a series of redefinitions in the military alliances and policies of European nations, the US, and Japan, analyzed herein. The author concludes by affirming that crises on the periphery can only be resolved by enforcing long-term policies capable of successfully addressing the grave economic, social, and political problems currently afflicting these three-quarters of the planet.
