  • Descrição: The development of management arrangements in the Brazilian metropolitan areas has found various limits, due to both the format of federative relations, starting from the 1988 Federal Constitution, which restricted cooperation and caused conflicts about the legitimacy in the public service of Metropolitan common interest, and to the dismantling of metropolitan planning structures in the 1990s, which limited the government's actions. Therefore, this paper discusses the construction of a new institutional arrangement of management in the Metropolitan Area of Porto Alegre (MAPA), from 2010, showing the interdependence between governability and governance, and the importance of the state apparatus for metropolitan public policies. The analysis is supported by an evaluation of metropolitan governance in Brazil carried out by the Institute of Applied Research (IPEA) in 2013. Even with the construction of a new management model, the MAPA is still far from an ideal governance, as a result of both confrontations regarding governance and of deficiencies in the planning and management structures.
