  • Descrição: It has traditionally been supposed that the rogatio read to voters during Roman legislative assemblies consisted of the entire text of a proposed law, and that consequently voters paid little attention to the contents of legislative proposals; since laws were long and technical. However, a review of the epigraphic and literary evidence demonstrates that a relatively short, summarized ballot question was read to voters instead; similar to modern ballot summaries used for public referenda; in order to increase voter comprehension. This suggests that Roman voters could understand and engage with lawmaking in a significant way.
