  • Descrição: This article examines forest access rights in the Argentine province of Chubut, where the constitutional framework allows third parties to harvest native timber regardless of whether the underlying land is privately held, being purchased from the province, leased from the provincial government, or occupied illegally by squatters. This article also assesses the promotion of exotic conifer plantations in Chubut, which policymakers view as a fundamental component of economic development. Forest access rights and plantation forestry are examined through the experience of landholders in the upper Percey River watershed, where third-party timber harvest has resulted in conflict over forest resources and landholders have moderately embraced exotic conifers. The elimination of third-party timber extraction, either by privatizing native trees or granting community forest concessions, could provide more incentive to use forest resources sustainably, and numerous environmental and socioeconomic issues must be addressed to ensure the long-term viability of Chubut's effort to promote exotic conifers.
