  • Descrição: Electricity supply is one of the greatest challenges in the scope of sustainable development today. Hydropower is by far the most important renewable electricity source worldwide and has important advantages: it is renewable and potentially carbon-low, a mature technology with competitive prices, helps to stabilize electricity grids and can provide other important services related to water management. However, it is also one of the most controversial technologies. The World Commission of Dams estimated the population worldwide displaced by dams somewhere between 40 and 80 million and found that many large dams have fallen short of their promises. In addition, carbon emissions from hydropower reservoirs are increasingly being contested. This work is a case study about the São Luiz do Tapajós (SLT) hydropower project in the Brazilian Amazon, which is considered the hydroelectric frontier of the country today, and discusses if technological innovation in hydropower can overcome the conflicts related to it and lead to sustainable development. On the basis of a solid understanding of hydropower technology and its advantages and disadvantages, the socio-environmental conflict on SLT is analysed using the Critical Theory of Technology and the identification of the socio-environmentalism trends Eco-efficiency and Environmental Justice, suggesting that hydropower stands at the crossroad of these trends. A qualitative method to apply Environmental Justice to hydropower projects is developed, taking the following dimensions into account: distribution, recognition, procedure and community capabilities. This method is subsequently applied to SLT, leading to the following main results: (i) the stakeholder groups promoting the project use a discourse of Eco-efficiency, whereas the opponents use a discourse of Environmental Justice / Ecology of the Poor;
    (ii) the SLT project is likely to fail in distributional justice and fails so far in recognition and procedural justice. Regarding community capabilities no conclusion can be drawn yet; (iii) technology is important but insufficient to lead to sustainable development. Furthermore it cannot overcome the socio-environmental conflicts related to hydropower in Brazil.
