This article deals with the conflicts surrounding the preservation of the cityscape in Kyoto, the historical capital of Japan. While the war left the city intact, real-estate development has greatly transformed the built environment since the 1960s. Repeatedly, this has caused heated controversy among the citizens which is the focus of my analysis. I start by presenting two case studies, the conflict about building a copy of the Parisian Pont des Arts and the rediscovery of the traditional town houses (kyô-machiya) in the 1990s. Then, I explore the role of the construction industry and proceed to popular conceptions of private real estate property that prove to be crucial. After showing how residents of old neighbourhoods and citizen activists differ in their attitudes, I conclude that the cityscape problem is a public-good problem that can only be solved by fully acknowledging this aspect.
