This research has executed to define roles and duties which should be possessed by department chair of community college and develop a training program for department chair that based on competency by referencing department chair of University of Nevada, Las Vegas, USA. As a measure to achieve the goal of the research, the training program of "C" college has presented. This research has following advantages from aspects of process and application. First, the characteristic of department chair's training program is a completion of all necessary systematical development procedures, such as; execution of literature and data study to explore roles and duties of department chairs of "C" college, execution of competency development workshop and interview with department chairs to seek and define necessary competency and feedback, review of results and composition of program draft and verification. Second, direct participation of define competency model of department Chair and chief / deputy chief of administrative office and utilization of meaningful implication of a case from UNLV which can help the research to achieve its goal. Third, behavioral index of competency that resulted in this research can be used as objective criteria to evaluate performance of department chair. Nevertheless, it is difficult to apply the result of this research to every community college in Korea. Therefore, in future, it is necessary to present the operational effects and method to develop long term competency based training program by analyzing operational result of the program that presented in this research. Furthermore, in regards to training program for department chair, it is necessary to conduct a further study to define differences in performance between colleges which has adopted the training program for department chair that presented in this research and has not.
