  • Descrição: השפעתם של כלכלנים על המדיניות הכלכלית המיושמת בישראל ובעולם התחזקה ומוסדה משנות ה- 80 של המאה ה-20. מאמר זה דן בתפקיד שמילאו תאוריות כלכליות של ממשל בתהליך זה, ומתוך כך הוא מפנה זרקור אל התפקיד שמילאו הרעיונות שפותחו באקדמיה בחיזוק השפעתם הפוליטית של כלכלנים מן האקדמיה ובכלל. תאוריות כלכליות של ממשל עוסקות בהשפעתם של מוסדות ממשל ותהליכים שלטוניים של קבלת החלטות על המדיניות הכלכלית ועל הכלכלה. מאז שנות ה- 60 של המאה ה-20 עסק המחקר הכלכלי רבות בסוגיות אלו ופיתח הצעות לשינויים של מוסדות ממשל ושל תהליכי קבלת ההחלטות בהם. במאמר נטען כי תאוריות כלכליות של ממשל הדריכו משנות ה- 80 של המאה ה-20 שינויים מוסדיים מקיפים שהתחוללו בישראל ובעולם. זאת ועוד, הן שימשו תשתית רעיונית להגבלת השפעתם של פוליטיקאים ולהגברת השפעתם של כלכלנים מקצועיים מן האקדמיה ומתוך המנהל הציבורי על עיצוב המדיניות הכלכלית. טיעון זה מומחש באמצעות ניתוח מקרה הבוחן הישראלי והתחקות אחר מקורות הכוח הפוליטי של כלכלנים מקצועיים בישראל בשלוש נקודות מפתח היסטוריות. The influence of economists on economic policymaking has grown and undergone institutionalization in recent decades in Israel and abroad. This article discusses the role that economic theories of government have played throughout the process. Economic theories of government deal with the influence of government institutions and authoritative decision-making processes on economic policy and the economy and accordingly have offered various fixes for governmental institutions. The article argues that economic theories of government have guided comprehensive institutional changes in Israel and elsewhere, and have offered an ideational infrastructure for restraining the influence of politicians, while increasing the influence of economists on economic policymaking. To demonstrate this argument I utilize the Israeli case study and explore the sources of political power of professional economists during key historical episodes.
