  • Descrição: Purpose--The main goal of the paper is to analyze ICANN's activities, a non-profit corporation with regulatory role, in light of a specific theory of regulation. Methodology/approach/design--The methodology includes the analysis of the material published by ICANN during the expansion of the gTLD programme, in special the ruling related to the ".amazon " gTLD. Findings--The activities of ICANN fits into the framework of the administrative process theory. Originality/value--This paper innovates in the analysis of a purely privately-held entity --i.e. ICANN, although it has ties with the U.S. government--from the perspective of the administrative process theory of regulation. Keywords: ICANN, Internet, regulation, domain name system, administrative process theory of regulation. Proposito--O principal objetivo e analisar a atuacao da ICANN, uma entidade privada sem fins lucrativos, que exerce papel regulatorio, sob a luz de uma teoria especifica da regulacao. Metodologia/abordagem/design--A metodologia inclui a analise do material publicado pela ICANN durante o programa de expansao do gTLD, em especial sobre o nome de dominio ".amazon". Resultados--O artigo demonstra a possibilidade de analisar as atividades da ICANN sob a perspectiva da teoria processual administrativa da regulacao. Originalidade/relevancia do texto--O artigo inova na analise de uma entidade privada --apesar de seus vinculos com o governo norte-americano--a partir da teoria processual administrativa da regulacao.
