  • Descrição: The adoption of the French mapam law on metropolises in 2014 established the legal recognition of metropolitan areas. This reform however is a new step in a flow of more diffuse initiatives, identifiable in other settings than Parliament. Combining various scales, the analysis shows how a metropolitan area (Marseilles urban region) gains prominence through being indexed to public action mechanisms and by aggregating elites engaged in prospective reflection and economic promotion of the territory. Yet the convergence between the national commitment and the local elites strategy is not enough to anchor the metropolitan project, which is thwarted by the defensive reactions of mayors opposed to the hegemony of the city core and concerned by the selective effects of power transfers at governance levels in which they are marginalized. //ABSTRACT IN FRENCH: La loi française mapam, relative aux métropoles et adoptée en 2014, reconnaît juridiquement les métropoles. Cette réforme participe d'un flux d'initiatives diffuses, repérables sur d'autres scènes que le Parlement. Croisant les échelles d'analyses, cet article montre comment l'espace métropolitain de la région urbaine marseillaise se renforce en s'indexant aux dispositifs d'action publique et en agrégeant des élites engagées dans la prospective et la promotion économique du territoire. La convergence entre la volonté nationale et la stratégie des élites locales ne suffit pas à ancrer le projet métropolitain, contrarié par les réactions défensives des maires opposés à l'hégémonie de la ville-centre et inquiets des effets sélectifs des transferts de pouvoirs à des niveaux de gouvernance qui les marginalisent.
