The analysis of the Distrito Federal and specifically the sub-basin of Riacho Fundo demonstrates the social-historical process of Brasília urbanization emphasizing the dilemas brought from the urban impact on the local hidric resources. The article also studies the role developed by civil society and goverment in the management of the urban environment dynamics. The needs to build an environmental knowledge which integrates and crosses the instrumental rationality and disruptive modern vision, is expected to bring new possibilities of knowledge and strategies of action. As a new perspective, the educational dimension can deal at this political space emerging new alternatives to this environmental dilema. To build solidary-group-network is discussed as a possibility to the emergence of a new colective use of local and cientific knowledge as a responsable praxis.
