  • Descrição: Since 1990, selective waste collection programs have been developed in Brazil, in which local administrations make partnership with scavenger organizations. This article presents its research carried out in 2005 with 39 municipalities in the Metropolitan Region of São Paulo-MRSP, and financed by the Fundação Nacional de Saúde-Ministério da Saúde ("National Health Foundation-Ministry of Health"). The research, centered on 12 municipal programs, and 32 scavenger partner organizations. Programs and scavenger organizations were characterized, and assessed im accordance with sustainability indicatiors proposed in the research itself. Results showed that not a single one, among the 11 programs studied, attained a high sustainability rate: only 8 of them reached a medium rate and 3 had a low rate. As for the organization sustainability: among the 32 researched ones, 2 (6,25%) reached a high rate, 28 (87,5%) presented a medium rate, and 2 (6,25%) had a low rate. The outcomes allowed to propose recommendations to strengthen public policies, and improve program efficiency. All of these sustainability indicators, the first ones proposed in Brazil for these programs, and organizations, are important to their monitoring as well as to their improvement
