Descrição: This work focuses on exposing the threats of removal and the fight of the poor population in the face of the works carried out as a result of the 2014 FIFA World Cup mega event in the city of Fortaleza--CE. For it makes a historic recovery of the urbanization of the city in the 1930s and the industrialization process linked to housing policy from the 1970s, which, in this period, analyzes the emergence of urban social movements and their fight for housing and collective consumption goods. Later, with the announcement of the FIFA World Cup 2014 exposes the State's actions, the reality of threatened removal communities, in addition to the appearance and the performance of a new social movement that questions violations of the right to decent housing as a result of the mega event. Finally, the question for who actually serves this city model and who enjoys the right to the city.
