  • Descrição: This paper offers a new political economy explanation for the increasing use in recent years of quotas instead of or in combination with tariffs as a form of trade protection. We show that under domestic monopoly the comparative efficiency of tariffs and quotas in achieving political objectives will vary depending on the nature of the market and the level of protection. At high levels of protection quotas can become more politically efficient than tariffs. We also show that at low levels of protection a price equivalent quota may not exist. Accroissement de la protection et choix politique efficient entre tarifs douaniers et contingentements. Ce mémoire présente une explication nouvelle, en termes d'économie politique, de l'utilisation croissante qu'on a faite, au cours des dernières années, de contingentements en tant que stratégie de protection commerciale, au lieu des tarifs souvent ou encore de concert avec les tarifs douaniers. Les auteurs montrent que, quand il y a situation de monopole au plan domestique, l'efficacité comparative des tarifs douaniers et des contigentements, dans la poursuite d'objectifs politiques, varie selon la nature du marché et le niveau de protection. Quand les niveaux de protection sont élevés, les contingentements deviennent politiquement plus efficaces que les tarifs. On montre aussi que, à des bas niveaux de protection, un contingentement équivalent à l'imposition d'un faible tarif peut fort bien ne pas exister.
